Amazon has confirmed plans to develop a large data center in Pecos County, Texas, along with a dedicated, off-grid natural-gas power plant. Regulatory permit filings show that the plant has been authorized to emit up to 33 million tons of carbon dioxide a year.

If operated at maximum capacity, it would become the single largest power-generation facility in the United States by carbon emissions, highlighting the sharp conflict between the rapid growth of artificial intelligence and emissions-reduction goals.

As AI technology expands rapidly, technology companies' demand for computing power and electricity has surged. To avoid the lengthy approval process required to connect to the public grid, Amazon chose to build its own power plant next to the data center.

Project permit documents show that the plant is planned to have 35 natural-gas turbines with total generating capacity of 7.65 gigawatts. During the initial phase of operations, it will not be connected to the public grid and will supply power exclusively to Amazon's data center.

Regulatory approval records show that the gas plant's permitted annual carbon-dioxide emissions cap is substantially higher than that of the James H. Miller Jr. coal-fired power plant in Alabama, currently the largest-emitting power facility in the United States, at about 16 million tons a year.

Although natural gas produces less pollution per unit of electricity than coal, the project's exceptionally large scale could multiply its total potential carbon emissions. Environmental groups have warned that pollutants released during operation could directly threaten local air quality and public health.

In recent years, Amazon has co-launched climate initiatives and pledged to achieve net-zero carbon emissions by 2040. But as energy use at its AI data centers has soared, Amazon's greenhouse-gas emissions have increased rather than declined for several consecutive years.

Responding to criticism, Amazon spokesperson Margaret Callahan said that although environmental conditions have changed since the initiatives were launched, the company's emissions-reduction commitment remains unchanged. Callahan said the self-powered plant would not increase electricity costs for Texas households.

She added that the company is also exploring the possibility of incorporating solar power and battery storage into the project. Industry analysts say Amazon's move reflects a new wave of off-grid fossil-fuel power generation driven by the sector's need to meet AI computing demand. At the same time, the current U.S.

administration continues to pursue an "energy dominance" policy that encourages oil, gas and other fossil-fuel development, while using executive orders to accelerate approvals for data centers and related energy infrastructure.

The environmental group Public Citizen warned that the concentrated rollout of large-scale fossil-fuel projects could have far-reaching negative effects on regional ecosystems and efforts to address climate change.
